BRENTWOOD, TENN., July 29, 2025 – Conversion Interactive Agency and People. Data. Analytics. (PDA), two leaders in driver recruitment and retention, have released their Q2 2025 Driver Recruiting & Retention Data Download Report. This quarter’s findings reveal a driver market in transition, marked by fleet expansion plans, declining applicant intent, and new challenges in retention and recruiting efficiency.

As the freight economy shows signs of recovery, 67% of carriers plan to grow their fleets in the next 12 months. However, the number of job seekers per driving job continues to drop, intensifying competition for qualified drivers.

“Driver demand is heating up,” said Brian Johnston, President of Conversion Interactive Agency. “Carriers must move quickly and strategically to connect with high-intent drivers or risk falling behind.”

The report explores how technology is reshaping recruiting, with AI-powered tools like Lead Assist and Call Works Conversation Analytics helping carriers reduce time-to-hire and improve lead quality and applicant journey. “Technology is no longer optional,” Johnston added. “It’s the key to reducing time-to-hire and improving lead quality in a shrinking talent pool.”

Despite the push for growth, carriers face ongoing hurdles in attracting qualified applicants. The rise of “uncommitted” leads, drivers who apply with little intent, has forced fleets to reassess screening strategies and hiring criteria. The report outlines top disqualification reasons and strategies to improve lead quality, including clearer job descriptions, refined short forms, and smarter tech screening.

Driver pay models are evolving, too. The report examines how hourly and percentage-based pay structures are gaining traction, and why 51% of drivers say they haven’t received a raise in two years—a stat that could signal retention risk as inflation persists.

On the retention front, the report analyzes feedback from tens of thousands of driver calls, revealing that equipment issues, inconsistent miles, and poor communication remain top frustrations. Termination data shows that most drivers who voluntarily leave cite compensation, equipment reliability, and operational breakdowns as root causes.

“Drivers are paying attention to pay structure and predictability,” said Scott Dismuke, VP of Operations at PDA. “Carriers must communicate clearly and offer competitive, modern compensation models to stay relevant.”

The Q2 report also includes a special mid-year review, offering a data-driven look at five key trends shaping the driver market—from shrinking talent pools and rising turnover to the impact of short-form video on lead generation.
